East-West motorway – motorway link to the city of Batna

East-West motorway – motorway link to the city of Batna

In 2014, the ANA awarded to ANAS International Enterprise S.p.A., as part of a temporary association with the Algerian state-owned company LNHC (Laboratoire National de l’Habitat et de la Construction) – the Site Supervision activities (BSC - Bureau de Contrôle et Suivi) for the Batna motorway link – East-West motorway of 62 Km.

The project, 62 km long, provides for the construction of a dual carriageway road linking the city of Batna and the East-West motorway, which features certain peculiarities, such as crossing an area with seasonal lakes, the presence of highly compressible soil and the construction of long viaducts. The project is divided into two construction Lots, awarded to local and international contractors.

The role of the BCS (Bureau de Contrôle et Suivi) consists in performing site supervision activities in support of ANA, which remains the official Site Supervisor. It has the following main tasks: controlling and overseeing the works with the approval of the construction design, controlling the quality of the materials and works, controlling the topographical aspects of the project, checking the quantities and, generally speaking, providing technical assistance to the Site Supervisor, in respect of all the supervisory and management activities.

Algeria’s National Motorway Agency ANA (Agence Nationale des Autoroutes), which is in charge of the construction of the new infrastructure, after 7 years of work and 11.4 bn dollars spent, has almost completed its first megaproject, the construction of the East-West Motorway (1,216 km long), which runs from the western border with Morocco to the eastern border with Tunisia, connecting the country’s three major cities along the way: Constantine (Eastern lot), Algiers (Central lot) and Oran (Western lot). Approx. 121 km of the Eastern lot now remain to complete this infrastructure.
This is the most important infrastructure project ever built in Algeria.
ANAS,through ANAS International Enterpriseis responsible for the Site Supervision of the Eastern lot of the Motorway (399 Km).

ANAS International Enterprise was awarded an international contract, as part of a temporary association with the Italian-based companies ITALCONSULT, INCO and STE, and has been providing Site Supervision services (BSC - Bureau de Contrôle et Suivi) since August 2008.
In this role, it has also demonstrated control of a stretch of the road surface with its test and evaluation vehicles (TSD), and software, arousing the interest of the ANA for their extensive application in evaluating the quality of the works after their completion.

The Site Supervisory activities proved an important challenge for the ANAS - led grouping, which has deployed almost 500 persons – mostly Algerian technicians and engineers. Today, about 200 of the 399 km of the Eastern lot have been opened to traffic.

Anas International Enterprise in Qatar and the Gulf: an ideal partner for infrastructure development

In the run up to the forthcoming 2022 FIFA World Cup, Qatar has launched an ambitious infrastructure development programme (involving roads, port, airport, railways and the hotel and tourism industry), with public investments totalling over 140 bn dollars.
After having secured the contract for Quality Assurance and Quality Control, ANAS has opened a branch at Doha, which will become its operational base for developing operations in the entire Gulf area.

At present, the company is engaged in the following project:
Road surface Quality Assurance/Control services
Description: Consulting services in relation to surface quality assurance and control
Client: Public Work Authority – ASHGHAL
Stake: ANAS 100%

Duration: 60 months (end of 2017)

The project aims to achieve the global improvement of road surface quality in Qatar, based on control activities and indications concerning all the surfacing process phases.

The starting point of the project is the preparation of a (QA/QC) Quality Manual for roads, setting out the surfacing, testing and auditing procedures.

The manual is supported and complemented by the tests carried out on the materials by independent laboratories, and the audit activities performed to make sure that the contractors operate consistently with the quality manual. All these activities (tests on the materials and audits) are recorded and analysed by an ad hoc software (PEMS), for determining the overall quality of the projects and suppliers, based on the objective evaluation of their work and of the materials employed.

The contract also provides for ANAS to design the fixed and mobile labs for independently testing the materials used by the Contractors and supplied by the suppliers, and to develop a training and certification system of all the personnel involved in the surfacing activities, from the design engineers to the plant operatives.

To complete the project, ANAS will also carry out ad hoc analyses on any subsidence, in order to determine the causes and provide indications on how to prevent it in the future.
